What needs to change before this opens
The launch owner must approve a delivery provider, monitored destination, validation and abuse controls, retention/deletion rules, access controls, notice at collection, privacy contact, and subprocessor disclosure. Those items are tracked in the production launch checklist.
Security findings require the separately approved vulnerability-disclosure process; that reporting channel is also unresolved.
